SAFe Core Values & Principles

The 10 SAFe principles derived from Lean, Agile, and product development flow theory.

1The Four Core Values

SAFe is organized around four core values that guide behavior at every level:

1. Alignment — Everyone understands the mission, strategy, and current objectives. Alignment doesn't mean command-and-control—it means shared understanding of direction so teams can make autonomous decisions that move the organization forward.

2. Built-in Quality — You can't be agile with crappy code. Quality isn't negotiable and can't be "added later." Built-in quality means test-driven development, continuous integration, pair programming, collective ownership, and architecture that supports change.

3. Transparency — Make work visible. Trust is built on transparency. If plans change, say so. If a team is struggling, make it known. Transparency requires psychological safety—people must feel safe surfacing problems without blame.

4. Program Execution — SAFe exists to deliver value, not to look busy. Execution discipline means predictable delivery, reducing variability, managing dependencies, and following through on commitments.

These values aren't aspirational posters—they're decision-making filters. When you're unsure what to do, ask: "Does this improve alignment, quality, transparency, or execution?"

2The 10 SAFe Principles

SAFe's principles are derived from Lean thinking, Agile development, and Don Reinertsen's product development flow. They guide every practice in the framework.

Principle 1: Take an economic view — Every decision has an economic impact. Deliver early and often, understand the cost of delay, and make tradeoffs explicit. Sequence work by cost of delay, not just priority.

Principle 2: Apply systems thinking — Optimize the whole, not the parts. A locally optimal team decision can create global suboptimization. Think about value streams end-to-end.

Principle 3: Assume variability; preserve options — Don't lock in decisions too early. Use set-based design—explore multiple options simultaneously and converge as you learn. Narrow the solution space gradually.

Principle 4: Build incrementally with fast, integrated learning cycles — Deliver working increments frequently across all teams. Integration is where you learn what actually works. Don't defer integration.

Principle 5: Base milestones on objective evaluation of working systems — Demo working software, not slide decks. Phase-gate reviews based on documents are theater. Milestones should prove the system works.

3Principles 6-10

Principle 6: Make value flow without interruptions — Understand and continuously optimize the flow of value. Identify and remove bottlenecks. Limit WIP. Reduce batch sizes. Minimize handoffs.

Principle 7: Apply cadence, synchronize with cross-domain planning — Use regular cadences (iterations, PIs) to create predictability and reduce complexity. Synchronize across teams through shared planning events rather than ad-hoc coordination.

Principle 8: Unlock the intrinsic motivation of knowledge workers — People do their best work when they have autonomy, mastery, and purpose (Daniel Pink). Create conditions for intrinsic motivation rather than relying on extrinsic incentives.

Principle 9: Decentralize decision-making — Move decisions to where the information lives. Centralize only strategic, infrequent, and high-stakes decisions. Decentralize everything else. Speed of decision-making is a competitive advantage.

Principle 10: Organize around value — Structure your organization around value streams, not functional silos. Cross-functional teams aligned to value streams reduce handoffs and increase ownership.

These principles form a coherent system. Apply systems thinking (#2) to optimize flow (#6) by organizing around value (#10), using cadences (#7), and decentralizing decisions (#9). They reinforce each other.

The Most Impactful Principle

Principle 1 (Take an economic view) is arguably the most transformative. When you start quantifying the cost of delay, queues, and batch sizes in dollar terms, it changes every conversation about priorities and process.
